Usually yes, but not under permitted development if the unit would be visible from the road. That means a planning application rather than a refusal.

Can one outdoor unit serve the whole upstairs?
Up to a point. One condenser can run several indoor units, but every room still needs its own unit and the condenser has to be sized for all of them running at once.
